Can I get bulk diesel delivered to a job site or farm?

Yes. Bulk diesel is commonly delivered directly to job sites, farms, and on-site tanks by licensed carriers. Atlas Harbor coordinates the sourcing and helps schedule delivery between you and a licensed third-party carrier. We do not transport fuel or take custody of it — the buyer contracts directly with the carrier, and the fuel moves from the licensed supplier to your location.

What is the difference between a fuel broker, a jobber, and a buyer's agent?

A jobber is a licensed distributor who takes title to fuel and resells it to you, usually at a marked-up price. A fuel broker arranges transactions and often marks up the fuel or earns a spread. A buyer's agent works for the buyer — Atlas Harbor shops licensed suppliers on your behalf, never takes title to the fuel, and charges a transparent Coordination Fee invoiced separately from the fuel transaction. The distinction matters because a buyer's agent's only incentive is getting you a good outcome, not widening a margin on the fuel.

How does diesel pricing work — what is rack pricing?

"Rack" pricing is the wholesale price of fuel at the loading terminal (the rack), before retail markup. It moves daily with the market. Retail prices at a station include that rack price plus transportation, taxes, and the seller's margin. Mid-market commercial buyers are often too large to want retail pricing but too small to negotiate refinery-direct, which is the gap a buyer's agent helps fill by accessing competitive rack-based pricing through licensed suppliers.

How do I know a fuel supplier is legitimate and licensed?

Legitimate fuel suppliers in Texas hold the appropriate state licenses and can provide documentation on request. Signs of a trustworthy supplier include verifiable licensing, transparent pricing tied to a published benchmark, clear delivery documentation (bills of lading), and a track record you can check. As your buyer's agent, Atlas Harbor works only with licensed suppliers and coordinates the documentation so you have a clean record of every delivery.

Who holds title to the fuel, and who is liable?

With Atlas Harbor, you do — Atlas Harbor never takes title to fuel. Title passes from the licensed supplier according to the terms of the transaction, and the buyer contracts directly with the licensed carrier for transportation. Atlas Harbor's role is coordination and documentation, not custody. This non-asset structure keeps the relationship transparent and keeps Atlas Harbor's only paid role the Coordination Fee.

What should a commercial fuel coordination agreement include?

A clear coordination agreement should spell out the scope of what the coordinator does and does not do, how and when fees are charged, who holds title to the fuel, who arranges transportation, and how delivery records are kept. Atlas Harbor's agreement is built so the buyer always understands that Atlas coordinates and documents, the licensed supplier provides the fuel, and a licensed carrier handles transport. Buyers should always have any agreement reviewed by their own advisor before signing.

Does Atlas Harbor arrange the trucking?

No. Atlas Harbor maintains a carrier directory for buyer convenience, but the buyer contracts directly with the licensed carrier. Atlas Harbor does not transport fuel, take custody of it, or hold transportation broker authority.

Diesel Types and Fuel Tax Credits

What is the difference between dyed and clear diesel?

Clear (or "clear ULSD") diesel is taxed and legal for on-road use in licensed vehicles. Dyed diesel is the same fuel marked with red dye to indicate it is for off-road or other tax-exempt uses — such as farm equipment, construction equipment, and generators. Federal and state rules restrict dyed diesel to qualifying off-road uses, and using dyed diesel in on-road vehicles carries penalties. Atlas Harbor can coordinate both clear and dyed diesel for qualifying commercial uses.

What are federal fuel tax credits, and might I qualify?

Federal law allows certain businesses to claim credits or refunds on the federal excise tax paid on fuel used in qualifying non-taxable ways — for example, certain off-highway business use. Whether any credit applies depends entirely on how the fuel is used and is a determination made by a qualified tax professional, not by Atlas Harbor. Atlas Harbor does not determine eligibility, calculate qualifying gallons, or prepare tax documents.

Does Atlas Harbor handle the fuel tax credit filing?

No. Atlas Harbor refers operators who may be interested to a licensed CPA partner who independently evaluates eligibility, builds any substantiation, and prepares any filings. The clean per-delivery records Atlas Harbor keeps as part of coordination can make that professional's work easier, but the tax analysis and any filing are handled solely by the CPA. Atlas Harbor receives a disclosed referral fee from the CPA and does not charge the operator for the referral.

How quickly can you coordinate a delivery?

Atlas Harbor coordinates and documents; it never takes title to or custody of the fuel.
